Hi Behdad,
The June 2002 edition of Elektor Mag. has got just that. It gives you a clean way of designing a Microcontroller Programmer.
Ofcourse, as Sushil said, the Datasheet should give you complete logic for the programming part (Software). I've just assigned this project to two students who came for one. They wanted to do it using USB interface and hence are currently busy looking up at the details of USB.
