You need only an 8051 (e.g. 89C2051) a driver transistor and a LED as transmitter.

And as IR receiver use e.g. the TSOP1836 connected to the other 8051 to decode the signal.

Then e.g. implement the RC-5 protocol, which you can found many times on the web including 8051 program examples.
