just purchased the 89c51 programmer and some chips

Which programmer did you purchase?

may be the 89c51 ports behave differently then the 89c2051

Are you driving the LEDs directly from port pins? If so, which port?

Which circuit/development board you are using?

On your board, check EA, Reset , Vcc etc.
