I think the "dictionary", being so easily personalized, is the reason. A common joke regarding FORTH was the the coder was the pre-processor.

I have always like FORTH but '51 implementation don't seem all that wonderful (the few i have seen). It's direct reduction to machine code makes it very easy to use, extend, and debug.
