Most users can live with something they can get for free (like MP3) even if it's performance doesnt compare to something they have to pay for. Maybe its just 'coz C is the well-known standard, and most people alreay know it. The mentality could be that "if I can do it in one language, why learn another?" So engineers will only learn something new like Forth, only if they absolutely have to. Like client requirements maybe....
