In order of initial priority...
1.) Hardware.
1.) Software.

You CAN'T design the software in isolation from your hardware, and vice versa, so iterate the design process. How do I do this with the hardware. If I do, how do I do the software ? Ah, if I do it this way the hardware can be....Now the software is easier or whatever.
Dump the 74C922 if you can. Use the '52.

Sound generation -timer 2.
Lights - use a port.

Write your program design as for any other program.

Tell us what you have done before you ask daft questions !

Don't be scared of interrupts. They will make your life much easier.
