Not necessarily. Some such chips are designed to drive a small speaker directly - maybe that's why he's specifically looking for a 16-Ohm speaker? "Use an amplifier chip" the chip may be relying upon the speaker indcutance and/or mechanical inertia to low-pass filter its digital output - so an amplifier chip might not produce the desired results?
