AFAIK "normal" tin plating solutions don't work on plastic. Does the farnell stuff produce plated through holes ? you're supposed to drill the holes, plate the board and then etch it that way. The tin acts as a resist in some processes. Then a final hot rolled/air levelled layer of tin is put on that.
