I would not use the 82C55 chip. Instead I would use discrete 8 bit wide latches and a 8 bit buffer. A small decoder chip such as 74HC139 can be used to decode the external address low bits in order to enable the clocks/enables of the latches/buffer. The reason for this is the 82C55 chip is OLD.
