I think the contrary is true Erik. The article is intended as a warning ("Cautionary Note") not to rely too heavily on technology alone for protection. I have worked for a company that provided the infrastructure and the cards for an e-purse application. Although the actual smartcard controller was, at the time of introduction, the state-of-the-art in secure microcontrollers, the system as a whole was designed around the certainty that one day someone would 'crack' a card.
