Are you looking for adapter from PLCC-52 to PLCC-44? I made an adapter, see here for a picture of a surface mount TQFP-48 to PLCC-44 adapter. You will also find this type of adapter also too expensive to use in a production situation, but in smaller development senario it may be cost effective. For my sample the cost of PCBAs was $60 for 4 quick prototype boards and the PLCC foot was about $30 US.
