Everything I have is proprietary, so do not ask for schematics or code. A few pointers on LED signs (one my companys succesful products)
1) Scrolling is a pain in the gluttamus and outlawed by the Americans with Disabilities Act for any sign important to a person with reduced sight.
2) If you are to make a large LED sign, have a look at the ST2221
3) PWM/multiplexing of LEDs need run at 100 HZ+ of flicker will be noticed
4) A useable sign must adapt the intenity to ambient light.
