Unfortunately, your delay loop example doesn't say what clock frequency is assumed, nor what CPU variant (number of clocks/instruction).

Your comment alignment has gone a bit awry - presumably because you've used TABs?
TABs are fine when it's just you, working alone, on a single PC, with a single editor,...
But the handling of TABs is almost entirely non-standard and, in some cases, even bizarre!
Therefore, never use TABs in any published text - stick to spaces!
Any decent text editor will have the option to insert space characters when you press the TAB button.
