So what you really want is a small exchange.
The tone you hear when you dial is made up og two tones mixed together in a system called dual tone multi frequency and you can get controllers which generate and decode those tones for you using phase locked loops.So a quick google search should help out with that.
I dont know about the rest doyou want to sellect which phone rings according to the number dialled or are there just two phones connected?
