You do have to try very hard to get modern cmos to latchup at all,most is able to withstand input voltages over supply voltages and even direct shorts at outputs for a while.If you had a huge capacitor with a huge inductor then you might get big enough currents to cause problems but under normal circumstances I think there are better things to worry about.
The idea of using an RC network for a delay or reset is dated and never worked very well in the first place.I have used rc networks to slow a signal down but its not recommended.
If you want something to worry about then ground bounce is a good one,especially in large plds with lots of signals being reset at the same time,and in drams with massive currents being switched very quickly during refresh.
