I done a quick search for manchester decoding algorithm on google and found 2050 hits, if all these are not useful I dont know if anything else can be useful.

8051 is just a tool, what you need is understand the coding and decoding first then implement them on any platform you like.
If you are not comfident about 8051 then implement it on your pc first with builder c++ and on parallel port then you can export it to any platform.
