Difficult to say really,4000 series logic is not very tolerant of bad layout,and is prone to all kinds of strange behavour if not
treated properly,its probably noise of some kind on the power supply.Pins left floating,long wire runs,all cause problems with 4000 because ofthe very high input impedance.Sorry not to be more helpful but its early and I need some coffee |
