Maybe the solution is as follows:

I am sure everyone has installed modern software where a screen is displayed showing the liscense agreement. Under the window are buttons "I Agree" and "I Decline".

How about qualifying message posters to the forum with a first time access screen that shows the 8051Handbook in a window, set to be read, and then under the window have buttons "I Have Read" or "I Will Not Read". The latter button prevents the forum post from going forward.
