When my signs are scrolling, some strange things happen, all due to the perception of the eye. If I scroll at 100mS or 1 sec the text is clear, if I scroll at 300msec all verticals double. Another fact is that while TV and movies get by with 25/30 Hz with LEDs the minimum for PWM of intensity is 100 Hz since the LEDs have no persistence.
