Only if the 'ground' is properly grounded, so to speak. This could be highly dangerous if you touch the wrong thing though, a bit like standing in a bucket of water and sticking your fingers in the light socket.

I think the commercially availably wrist straps connect you to mains earth via a resistor of several megaohms. Seems safer.
