Can you show us a better description of the actual hookup of the LCD to the microcontroller pins? Maybe a quickie little schematic picture?
That said, I would still recommend that you re-organize your code along the more modular manner that I described. The scheme whereby each of your routines makes assumptions about the levels of the control signals upon entry and then in some cases leaves the E on coming out of the routine is, in my opinion, a mess.
