Here are my comments on your circuit:
1) As some others have suggested the 7402 that you are using is the wrong logic function for WRITE to the latch. Get rid of this chip and in its place use another section of your 74HCT32. 2) Pins 4&5 on the 74HCT1238 need to be grounded. 3) All unused inputs to the 74HCT32 and the 7402 should be either grounded or pulled up to +5 volts. 4) Pin 7 of the 7402 chip needs to be connected to GND.
