I did a little on-line shopping.....here is one that meets your technical specifications and then some. Price is still a problem. Their online order center would not let me put in 1000000 quantity so I cannot say if the price gets down to your $0.25 requirement or not, but I doubt it.



Do note that they seem willing to ship all 10K pieces for the nominal shipping charge of $5.00. Maybe that can make up for the difference in unit cost of the RGB LEDs.

On a more serious side.....what is best price you have seen so far for this type of LED at either 10K, 100K, or 1000K quantity??
