I have no doubt that you had a problem with using an HC anything as an oscillator, The rise and fall times at 5V are on the order of 20nS with a prop delay of another 20nS. That's 60 total or a max oscillation rate of less than 10MHz. I'd use the AC or ACT family if you want CMOS.
