Why try to reinvent the wheel? There are other concerns when trying to connect to a phone system such as modulating and demodulating. Have you thought about using a modem as your solution? I have purchased a little module from Ayantra (www.aynatra.com) and am going to use a 68 PLCC forma factor from Xecomm (www.xecomm.com).

You pay for the modem up front but it is well worth the cost considering you can design your system rather than developing the phone system hardware/software interface.
