If you already have (access to) an EPROM programmer, just get an EPROM and a 74HC573 address latch chip and start experimenting. If you don't have an EPROM programmer it would be easier to get an ISP chip that can be programmed through a serial port, or get a chip like the Atmel AT89Cx051 and build a programmer for that.
