Srecord translates between various PROM formats.

windows binaries and source code (for windows or unix, i guess) available on the download page.

for Ascii hex, use Ascii-hex format and trim off
the header and trailer.

something like
srec_cat infile.hex -o outfile.ahex -asc-hex
