The first time I got a PS/2 I only had serial mice, so I bought a cheap converter plug. It doesn't work!

Serial mice and PS/2 mice use different protocols. I would say you DO need a 8051 (or other µc) to make a working converter - unless that particular mouse support both protocols (like some of the Logitechs).
