A Series of articles from the Electrostatic Discharge Association. The first three parts are interesting but the last three are focused on company programs and policy for dealing with ESD.

Vishay Application Notes on TVS Devices. Good reading about transient protection. An interesting thing I learned is that carbon composition resistors should be used to limit brief high-energy transients.
