Do you really want to do this yourself? I use CoolEdit-2000 to do audio editing - it includes facilities to save the audio data as an ASCII text hex dump, or a pure binary dump. It can read just about any audio file - not limited to just WAVs. Unfortunately, CoolEdit-2k is no longer available: http://www.adobe.com/special/p...llium.html However, there are loads of other audio utilities out there - including many good free ones. I would suggest that one of these would be a better bet - rather than trying to reverse-engineer the WAV format (it's not trivial) from scratch. You will probably need an audio editor anyway to prepare your clips! As noted elsewhere, we presume you mean sample rate? Again, a decent PC utility would handle sample-rate conversion for you.
