Use Cygnal 'F126 chip....you get 128K of flash so no need for external fast flash parts, and easily runs at 22+ MHz. The external bus timing on this part is programmable for slower timing to accomodate slow peripherals. It also has hardware I2C so you dont have to poke around bit banging a serial peripheral. I have referenced code recently for this part as a ISP flash loader at this listing that shows this parts I2C driver in use to talk to a serial EEPROM.
