Yes, simulating is the smartest thing to do before getting the code on the chip. A little time consuming, but hey, "No pain , no gain". Also do not take it for granted that code simulated and working to satisfaction (during simulation) implies a working code on the IC... It is long path from simulation to realization... Check your hardware esp. for any loss contacts for faulty soldering.... or even wrong connections
