Yes.......but the missing inverter problem can be solved by circuit design. And also if there is a circuit design that leads to a flash of an LED or the click of a relay at power on its going to be there anyway. There is some amount of delay in any case due to the oscillator start-up time and the length of the reset pulse.....as I told the original poster early on in this thread.
