Let me re-phrase then. If the part you have has some type of programable options that are set by either SRF bits or OTP option flags and the part is not reset properly any of the circuits and latches set from these flags may come up running in the wrong state if power rises without the reset working correctly. It is clear beyond a shadow of a doubt that further intellectual discussion of your failures are fruitless until you try a good quality reset generator chip.
