If the data sheet says as you have quoted then you do not need external pullup resistors. It is fairly typical of the external bus interface on these 8052 type of parts to bring a high drive pullup, that is on board the chip, into service during the external cycle whenevery emitting '1's on port pins that are normally open drain.
