Yes. This is correct. It is also possible to use a 512Kx8 chip and ground A16, A17 and A18. Cost for this may be more however. Some people may be squemish about grounding the upper address lines, especially the in-circuit-test people. They would rather have pullup resistors on these lines so that their test equipment can wiggle the pins up and down to fully test the unused portion of the SRAM. (no further comment on that however...test people cannot always understood).
