Some ATMEL derivates have a "keyboard interface" with the logic for 8 interrupt inputs sharing one interrupt:
May be others 51' derivates have the same option.

You can use a timer input as an interrupt; charging the timer with the last possible value; when you get a pulse the timer overflows and made an interrupt.
