TIFF has many colour options - including Black & White (aka "1-bit" or "line drawing"), 16- or 256-level greyscale, 16 or 256 colours, 24-bit colour, etc - as well as the compression options already noted!

So, TIFF is a perfectly good format for monochome images.
In fact, many scanner programmes use TIFF as the default for B&W images!
