Maybe you should take a look at the Triscend E5 after all?
All the UARTs and the Interrupt Expander would go in the programmable logic.

Instead of the external ST16C554 Quad-UART, you'd need an external Flash - you'd need to consider whether or not that's a good deal within your particular requirements.
You may well be able to move some more off-chip functions into the programmable logic, which could tip the balance...
