That is a possible solution, but those chips cost a lot of money. The HCTL2020 costs $35 from Farnell for instance. I also don't need a counter - all I need is up/down signals.

I have found the chips LS7183 and LS7184, but nobody seem to stock those. Are there other similar chips available?
