Hello All,
Thanks you for your inputs. Special thanks to Sloboday Mandaric for suggesting to use 74LS374 in place of 74LS373. The LS373 was OK but the LS374 was better. It was a pin for pin replacement so it was a slam-dunk choice. Also special thanks to Michael Karas for recognizing the objective of the circuit and telling other members who didn't have such a quick wit. The project was labor intensive but it taught me a good lesson which is to use what you have. It turned out better than buying the $0.50 IC because it would have taken about four days to arrive and would have cost about $10. www.mouser.com was the cheapest vendor. They sell single items but they only ship UPS which in my case would have been about $9.00. Below is a picture of the printed circuit board I banged out.
