Yes the voltages goes as high as 295VAC and as low as 110VAC sometimes even 100VAC Many times they run on Generater in that condition even this is not guranted & the worst case is I am not sure if the generators give 50Hz which standard in INDIA. The SMPS for 85-260 is a standard but when we discussed with PI for a custom make SMPS they said it is posible to make SMPS from 85VAC to 300VAC. As you said correctly the current required now is not above 2A (MAX) but we are planning to add a card reader (With Driver Card), Thermal printer (With Driver Card), and may be additional parallel LCD.
