You've got 305uS between bytes to perform your magic.
which is abt 150 instructions with a 12MHZ 12 clocker and about 15000 instruction with a 100MHZ 1 clocker.

Calculate what you need before choosing the chip.

If you do not need much RAM and ROM a cheap solution would be a 2 clocker LPC (<$1) at 12 MHZ (900 instructions)
