Are you sure it does not work or maybe you just don't notice it does?
That is - FST may be a write-only bit, you set or clear it, speed changes, but readout brings zero?
Try to generate some timed output, i.e. blink a LED once a second, then toggle the bit and see if it still blinks at the same rate...
