Do I have to use the C compiler to use the ICE parts of the system ?

Like Erik, I surmise that this is because you want to write in Pascal?

The debug hardware itself is, of course, just logic; it knows nothing about Assembler, 'C', Pascal, PL/M, or any other source language - all it sees is the pure binary opcodes.

So, the question is not whether the ICE supports Pascal, but whether the interface likes it for its symbolic source-level debug facilities.
If your Pascal compiler produces debug information in a suitable form, it might be possible to do symbolic source-level debug - otherwise, you'll just have to stick at the disassembler level and raw hex addresses. :-(
