The solution I chose was using a mosfet (enhancement mode) and two transistors to sense if the zener was pulling any current and to control the gate voltage if it was. Therefore the current regulation is fairly coarse at low voltages but becomes finer at the higher (more critical) voltages. If I knew how to paste schematics then what I am trying to describe would be clearer!
