Maybe. But he's probably going to lose more time looking for someone specifically in NJ that he can work day and night than if he just contracted with someone anywhere in the world that could have already started working.

If he has two weeks to deliver the product and it takes him a week to find someone in NJ and the person works 16 hours/day for the remaining 7 days, that's 112 hours of work. If he contracted someone outside of NJ today and had 14 days to work the person could work 8 hour days and get the same amount of work done--and probably better quality since the person wouldn't be dead tired from working 16 hour days.

Oh well. I'd like to do some consulting work but I don't want it bad enough to live in New Jersey. :)
