So maybe you can try to get some free tools to start with . One such is here http://www.opcube.com/home.html

You get a IDE that is preconfigured to work with ASEM-51 and SDCC. Downlaod the packed file ( about 2.8 Mb) and install it.

Good for a start. The other is the eval copy from www.keil.com
