It looks like this is a spin-off from ARM.

From the About Us page...

"Zylogic was spawned from the initial desire of both ARM Ltd to proliferate its IP and architecture through out China, and Zylogic to market the break-through embedded platform - Configurable System on Chip(CSoC)."

Since ARM acquired Triscend, I presume this is legitimate.

And, since this is documented on the Triscend web site I'm even more inclined to believe it's legit...

"Please note that due to longer than expected lead times through our foundries, it will be impossible to make ship dates by October 29th for any significant orders. Please place all new orders with Rochester Electronics or Zylogic Semiconductor."
