You may be speaking of two different problems, I do not know which, so I will answer both with my solution from high speed knitting machines that worked to within 1/2 Ms. If your problem is that there is a time delay from the time you apply power till the time the valve opens, you need to figure a way to calculate that time under various conditions (in my case temperature) and then just apply the pulse that much earlier, I even had to calculate from what in your case would be one revolution earlier to get the proper pulse advance. The other issue which is a good kick in the butt of the solenoid to make it open faster I solved with a sink transistor as the controller, a good fat electrolytic from the top of the coil to ground and a series resistor from the high voltage.
